Agnes was born and raised in Chevy Chase, Maryland. After she earned a Bachelor of Science degree in Nursing (BSN) from Villanova University in 1981, she returned to the Washington D.C. area and began her career as a medical/surgical nurse at the 1000 bed Washington Hospital Center where she worked until she married and relocated back to the Philadelphia area.
